India identifies 26 countries to grow rice export footprint

India’s rice exports have long been a cornerstone of its agricultural heritage, feeding millions domestically while establishing the country as a global powerhouse in the international grain trade. As the world’s largest rice exporter, India is now targeting 26 new markets to capture a larger share of the ₹1.8 lakh crore (US$ 21.6 billion) global rice import market, currently dominated by competitors like Pakistan and Thailand.

This strategic expansion underscores India’s commitment to diversifying its export destinations, leveraging its robust production capacity, and amplifying its global economic footprint. With a production of 150 million tonnes projected for 2024–25 and exports valued at US$ 11.8 billion in 2024, India is well-positioned to consolidate its leadership while contributing to global food security. Backed by improved agricultural practices, technological innovation, and a stronger emphasis on sustainability, this move marks a transformative chapter for Indian rice in international trade.

India’s rice export sector has demonstrated remarkable resilience and growth over the years. In 2024, the country achieved an export value of US$ 11.8 billion, a testament to its dominant position in the global market, where it accounts for approximately 30% of total rice exports. This figure represents a steady upward trend, with export values increasing from US$ 6.8 billion in 2019 to US$ 11.8 billion in 2024, despite occasional setbacks due to policy measures like the ban on non-basmati white rice exports aimed at stabilizing domestic prices. The slight dip to US$ 10.5 billion in 2023 highlights the impact of such restrictions, but the recovery in 2024 underscores India’s adaptability.

For the fiscal year 2024-25, India exported 20.1 million metric tonnes of rice, valued at approximately US$ 12.95 billion, reaching over 172 countries. This performance is supported by a robust production base, with 150 million tonnes harvested from nearly 47 million hectares, contributing 28% to global rice output. The yield has improved significantly, rising from 2.72 tonnes per hectare in 2014-15 to 3.2 tonnes per hectare in 2024-25, driven by advanced seed varieties, enhanced irrigation coverage, and better agronomic practices. These gains have bolstered India’s capacity to meet both domestic demand and international commitments, setting the stage for further expansion.

Top export markets and shares

India’s rice exports are heavily concentrated in key regions, particularly the Middle East and Africa, with a diverse portfolio of basmati, non-basmati, and geographically indicated (GI) varieties. Saudi Arabia tops the list with a 12% share, reflecting strong demand for Indian rice in the Middle East, followed by Iraq at 8%. Other notable markets include Benin (7.3%) and Iran (6%), while the UAE, Guinea, Côte d’Ivoire, Togo, Yemen, and the US contribute smaller but significant portions. This distribution underscores India’s reliance on a few key markets, making diversification a critical strategy to mitigate risks from regional trade disruptions or shifts in demand.

Expansion strategy and targeted markets

To broaden its global footprint, India has identified 26 new or underpenetrated markets, including Indonesia, Saudi Arabia, Iraq, Vietnam, Japan, Mexico, China, Philippines, Ghana, Namibia, and Gambia. While some, like Saudi Arabia and Iraq, are already significant importers, the focus is on increasing market share by promoting GI-tagged varieties, basmati, and non-basmati rice that can replace imports worth ₹1.8 lakh crore (US$ 21.6 billion) currently sourced from competitors. Dev Garg, Vice President of the Indian Rice Exporters Federation (IREF), emphasized that these markets present a strategic opportunity to challenge the dominance of Pakistan and Thailand.

This expansion is supported by a robust stakeholder engagement plan, involving over 3,000 farmers and Farmer Producer Organisations (FPOs), 1,000 foreign buyers from more than 80 countries, and 2,500 exporters and millers. The participation of foreign ministers from the Philippines, Ghana, Namibia, and Gambia adds a diplomatic dimension, facilitating trade negotiations and strengthening bilateral ties.

Innovations and sustainability focus

A key driver of this expansion is technological innovation. The introduction of an AI-powered color-sorter-cum-grader machine, set to be showcased, aims to enhance rice grading efficiency and reduce wastage from 25% to 10%. This initiative not only improves quality control but also aligns with global sustainability goals by minimizing resource loss. The focus on sustainable practices, transparent trade, and resilience in global supply chains reflects India’s commitment to aligning its agricultural policies with international standards.

The expansion into 26 new markets could significantly boost India’s agricultural economy, creating employment opportunities for farmers and increasing foreign exchange earnings. The projected MoUs worth ₹25,000 crore (US$ 3 billion) could further cement India’s position as a leader in the rice trade. However, challenges such as fluctuating global prices, climate variability affecting production, and trade barriers in target markets pose risks. India’s ability to navigate these hurdles will depend on sustained investment in infrastructure, technology, and diplomatic efforts.
