Government unveils new bill to modernize aviation sector

The government has introduced the Bhartiya Vayuyan Vidheyak Bill 2024 in the Lok Sabha, aiming to modernize aviation sector of the Country by replacing the outdated Aircraft Act of 1934. This new legislation seeks to align the industry with global standards and promote growth.

The government has introduced the Bhartiya Vayuyan Vidheyak Bill 2024 in the Lok Sabha, a significant move to modernize India’s aviation sector. Replacing the Aircraft Act of 1934, which had 21 amendments, the new Bill comprises 44 clauses aimed at aligning the sector with global standards and promoting growth in India’s booming aviation market.

The Bill enhances the role of the Directorate General of Civil Aviation (DGCA), making it the primary regulatory authority. The DGCA will oversee various aspects of civil aviation, including aircraft design, manufacturing, maintenance, operations, and airworthiness. Additionally, the Bill establishes the Bureau of Civil Aviation Security, a dedicated body focused exclusively on aviation security matters, thereby improving national security preparedness.

The proposed legislation introduces a comprehensive framework for aviation security, covering passenger screening, baggage inspection, and airport security protocols. It also grants the central government emergency powers to address critical aviation situations swiftly, ensuring public safety.

To promote transparency and accountability, the Bill creates an independent Aircraft Accidents Investigation Bureau to conduct thorough investigations into aviation accidents and incidents. It also expands the scope of regulation to include aircraft design, manufacture, and maintenance, ensuring comprehensive oversight throughout the aircraft lifecycle.

The Bill provides a framework for compensating individuals affected by government actions and establishes an appeals process for contesting regulatory decisions. It specifies penalties for violations and empowers authorities to enforce regulations, deterring noncompliance and maintaining industry standards.

The Bill transfers the issuance of important certificates from the Department of Telecommunications (DoT) to the DGCA and introduces provisions for issuing Radio Telephone Operator Certificates and Licenses, aligning with international telecommunication standards. By modernizing regulations and enhancing oversight, the Bhartiya Vayuyan Vidheyak Bill 2024 aims to propel India’s aviation sector into a new era of growth and safety.
