The Union Cabinet, chaired by Prime Minister Narendra Modi, approved the Department of Agriculture & Farmers Welfare’s (DA&FW) proposal to rationalise all Centrally Sponsored Schemes (CSS) operating under the Ministry of Agriculture and Farmers into two umbrella schemes: Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY), a cafeteria scheme, and Krishonnati Yojana (KY).

PM-RKVY will encourage sustainable agriculture, whereas KY will focus on food security and agricultural self-sufficiency. All components must use technology to ensure the efficient and effective implementation of the various components.

The PM Rashtriya Krishi Vikas Yojana (PM-RKVY) and Krishonnati Yojana (KY) would be executed with a total proposed cost of Rs 1,01,321.61 crore. These schemes are implemented by state governments.

This exercise ensures that all current schemes are continued. Wherever it was deemed necessary to provide a boost to any area for farmer welfare, the scheme was implemented in Mission mode, such as the National Mission for Edible Oil-Oil Palm (NMEO-OP), Clean Plant Programme, Digital Agriculture, and National Mission for Edible Oil-Oil Seeds (NMEO-OS).

The scheme Mission Organic Value Chain Development for North Eastern Region (MOVCDNER), a component of the KY, is being modified by the addition of a new component, MOVCDNER-Detailed Project Report (MOVCDNER-DPR), which will give the North Eastern States more flexibility in addressing critical challenges.
